About the Act

AB 2251 Graduation requirements: local requirements: exemptions.

This act amends California Education Code section (Ca. Educ. Code §) 51225.3(2) with regards to the authority of the governing board of a school district, at its discretion, to adopt a policy to exempt pupils from its additional coursework requirements above and beyond statewide requirements in order to receive a diploma of graduation from high school, as outlined below. (Note: AB 2251 builds on additions and amendments made to the Ca. Educ. Code by AB 1806.)

Ca. Educ. Code § 51225.3(2) (Exemption from Additional LEA Coursework Required for High School Graduation)

  • The governing board of a school district may, at its discretion, adopt a policy to exempt students from all coursework and other requirements adopted by the district that are in addition to statewide high school graduation requirements. Should the LEA, at its discretion, adopt such a policy, the policy must include a consultation with the student and the student's educational decision maker or educational rights holder regarding any impact of not fulfilling locally required coursework on the student's ability to gain admission to an institution of higher education.
  • The above LEA discretion does not affect a student's rights under Ca. Educ. Code § 51225.1 or 51225.31.
    (Clarifying note from the HETAC: As stated above, per Ca. Educ. Code § 51225.3(2) as amended by AB 2251, the discretion of an LEA to exempt students from additional LEA coursework requirements for high school graduation does not affect the expanded graduation pathway options granted to students experiencing homelessness and other eligible student subpopulations under Ca. Educ. Code § 51225.1, as amended by AB 1806.
